It's not a bug and not a feature. But you can turn off this service, 'cause it's neccessary.

i couldn't get the proxy server to work without opening this port. i figured out that it needed to be opened when i found (in /var/log/messages) that the proxy was sending packets to my port 113 (which were being denied). Markus Schaber wrote:
