If I try the command below I am asked for a mantra/password.

Check the gpg.conf file ...
The gpg.conf contains only:
lock-once
use-agent
keyserver hkp://blackhole.pca.dfn.de
Could you please post more details?
In the meantime I compiled 

gpg --version
gpg (GnuPG) 1.2.4

and the above syntax works fine with the unmodified gpg.conf.

So it looks like that the modified SuSE-version has a bug.
