It's the new directory structure for installed (native) gems. The ruby21 package has new macros for this, we need to adapt all rubygem-*.spec files accordingly. I experienced a bit to get that macro change into devel:languages:ruby:backports. I had to change your ruby calls a bit and ruby19 doesn't have the extensions_dir, so I added a fallback. But it seems to work, so I can change gem2rpm today and regenerate those that fail.
