[opensuse-ruby] build devel:languages:ruby for Tumbleweed?

Many packages in systemsmanagement:chef are failing to build on openSUSE_Tumbleweed since they can't resolve ruby-macros. https://build.opensuse.org/project/monitor?project=systemsmanagement%3Achef ruby-macros is provided by ruby-common in devel:languages:ruby, but that project is not currently configured to build for openSUSE_Tumbleweed.
