This monitor section is a deeply engrained paradigm that we should banish from our minds and configurators.
How do I tell X and the driver what frequencies my non-DDC CRT can handle without a monitor section?
In this case you should provide a monitor section, however it needs to contain the hsync and vrefresh ranges you use. Please note that due to an internal limitation of the driver (which is to go away) we currently generate an intersect of all monitors. Therefore if you have a laptop with a panel (which most likely provides its own reduced blanking mode) and such a CRT you will most likely never get a mode (it is unlikely that this CRT will support reduced blanking). The reason is that when a panel is detected we check all modes against the speicific modes provided by that panel and weed out any that differ as panels only support very specific modes.
