Are you running xrandr-1.2 or higher?

Can you attach your Xorg.0.log please?
I really don't know what's causing the issues you're experiencing. Assuming the code was pulled correctly, everything should just work.
Just to be sure, please run `grep POWERMODE rhd_atomout.c` and double check that you indeed have the correct randr hooks checked out.
Could it be that you have implemented this as an output property for the AtomBIOS driven outputs only? AtomBIOS is not used per default on R5xx. Presently output properties is currently the only way to change any state on the fly. It hides to fact that power management is not per output but per chip. That appears to be the case. I've added Option "UseAtomBIOS" "on" to my xorg.conf, and I can now see the POWERMODE property. Right, I've forgotten about AtomBIOS. Although, I'm not doing any checks for AtomBIOS functionalities for randr properties, only when reading and applying power mode information. In any case, I'll revisit the code after I get a chance to rebase it against the new master this week.
