Something more concise that explains what it does instead of what can be achieved by setting it might be better. It essentially enables statically setting the GPU engine clock.

This is only effective when ForceLowPowerMode is turned on; the relationship should be made clear. Also redundant to repeat the option name.
I really should have documented these myself, but I'm all for other people doing the work. :)
So what about describing ForceLowPowerMode with the following: Enabling this option will set the GPU engine clock to a low value, statically. This can help reduce heat and increase battery life by reducing power usage at the expense of performance. You can specify the GPU engine clock with the LowPowerModeEngineClock option. If you don't specify the engine clock it will be set to (default_engine_clock / 2). LowPowerModeEngineClock: This option controls what the GPU engine clock is set to (in Hz), when the option ForceLowPowerMode is used. Otherwise this option will have no effect. Any other suggestions? If not I'll shortly sent a reworked patch.
