This seems to be the problem: since your card is seconary (not inited during POST) we need to obtain data from the PCI rom. Appearantly the way we use to make the PCI ROM readable doesn't work on your card any more. Two questions: 1. Did you get this the first time when you tried to start X after a boot? (if not sure could you collect the log you get when you run the card for the first time)? 2. Could you take out the other Radeon card and try again?
