Currently python-rpm is built in devel:languages:python:backports. The problem is that this is a subpackage of the "rpm" package, and it depends on that same version of "rpm". However, "rpm" is not being built, which means any version of "python-rpm" besides the one for openSUSE:Factory will generally be uninstallable due to the mismatched version number. This breaks any package that depends on python-rpm, since "devel:languages:python:backports" is used as a package source for "devel:languages:python".
