Without looking at the log, I'm quite sure that the matched header rule is HTML_MESSAGE. Maybe project@ is an exception in accepting HTML mails, but typically (not only our) mailinglists only want plaintext mails. A better error message would be nice, but that's something upstream mailman will have to do.
