Just out of curiosity, are there any (very) rough estimates when to expect next release of openSUSE (SLE-based one)? Plus-minus month or two would be fine. I have a machine waiting for reinstall, and I don't know if to wait for some time and install 42.1, or to install 13.2 for now...

I have no answer to the first part, but if you plan to a long time support, install 13.1, which is planned to be evergreen

I'm facing the same decision. My best uneducated guess is that we can expect new SLE based openSUSE no sooner than in November, but on the other hand, as always, there should be easy migration path from 13.2 to 42. So my current conclusion at least for myself is to go with 13.2 for now and update it later to 42 as there shouldn't be that big gap as between ordinary releases.

Given that there has not really been a decision about releases you are probably better of not waiting and installing 13.2.
