The big elephant in the room: xz compress it. It's 28 MB. (Similar gains for the other xml.gz files I guess)

File lists used by command-not-found come from primary.xml.
The Remote Mirroring Tool (RMT) downloads filelists.xml.
RMT by definition mirrors repository, so it downloads everything in this repository. In any case, it has no impact on end-system update time - repository download happens before repository mirror is used for update.
I have opened a ticket, and Adrian also found there is some weird setting missing that reduces download speed (some meta checksumming issue). Ciao, Marcus
