The decision about who gets 1 or 2 year terms is based on the number of votes each candidate receives.
In this election the 2 highest vote getters will receive the 2 seats with the 2 year terms and the next 2 vote getters will get the 1 year term seats.
That is my interpretation of the rule and not "official" the Election-Committee has the final ruling on the interpretation of the Election rules.

Logic dictates that someone running could state in advance that they are only running for a one-year slot. Otherwise they might win a 2-year slot, but then resign at the end of one year. That would be counter-productive.
I do not necessarily disagree, but changes to that effect would possibly require a change to the rules and that is a separate discussion. Implementing a change to the election guidelines right before the election is probably difficult and thus may be best addressed after the current elections have concluded.
