For me, in SE USA, it's been down almost as often as it's up ever since its big
move. However, I routinely get by by configuring a specific reliable mirror
instead of d.o.o.
You can try testing its availability to others here:

However, mirrorbrain might provide it a different mirror than it wants to provide you.

I don't remember any details. All I remember is mud, something about getting own
servers long ago, last year maybe, maybe from Provo to DE somewhere.
