I don't follow you. What I mean is that you can remove everything related to pulse audio, while leaving the libpulse library in place, because it would break dependencies. This is common for several subsystems in linux: there is a library linked by many applications, and thus has to be mandatorily installed, and then there is the service, daemon, apps, etc, that can be uninstalled, and that provide that susbsystem.
