this appears reasonable to me and can certainly be incorporated into the over all "policy".
This might make sense, but if we go this way, I think that "contributor" is a bad name, and can lead to many confusions. I don't want us to say to someone who doesn't have big enough contributions "sorry, you're not a contributor". Can't find a better name right now, though.
