How about we use the repository that everybody already is using and that has the same purpose as you describe (Rolling and Feature updates), Packman, for this instead of creating yet another one. One of your goals is less repositories right? ;)
All we would need for this is to make it possible to submit to packman from OBS. As the packman project also use the BS that shouldn't be too hard. Adrian?
it would be relative easy to support to create a submit request on packman OBS using openSUSE OBS as source (one day of work, including test cases). Submitting to an "unknown" OBS is more work, we have ideas, but it needs more conceptional and implementation work.

Our build power won't be able to cope with that, not even near. build.o.o is really the right place to maintain something like that, and have it as a target distro to build all other projects (in OBS-speak) against. Including Packman. And not the other way around :)
IMHO, we should consider to unify the instances as mentioned before (but the Foundation is for sure a pre-requirement for this)...
The packman team needs some more lovin' anyway as integral part of the openSUSE experience, so let's combine efforts!
