Of course instead of package management one can open support wizard that will ask user why to downgrade, offer help to fix a problem, ask forums, mail lists, assist with a bug reporting, and finally help to install last working version.
I do not think that would change anything as we do have, susepaste package so people can use to paste things, bugreporter to report bugs to assist. The question is do people use them heavily, or not
