It is not like that. On IRC #suse just about everyone will advise new users that have problems to switch to KR49 [1]. So far that mostly solved a problem, or at worst did nothing. In other words, who wants newer desktop version can have one independent of release schedule. Those with security concerns should be aware that upstream is fixing security problems too. I know there is equivalent for Gnome, and possibly other desktops. General solution for those that want newer and stable software is to use Tumbleweed. This makes number of candidates that one have to wait for much smaller. Someone with development experience can list and explain this part.
