Well, we can stock up the filesystem for our primary FTP server, *but* the issues are also: - it is getting more and more difficult to build stuff against 11.1 (e.g. k3b requiring much newer KDE libraries), although stuff like mplayer/smplayer, vlc, ... would still work of course - it is also a burden on our mirrors
Yes, in theory we could. Wouldn't it be better to actually build against the Evergreen repositories ?

I have no idea how that server relates to the openSUSE / Novell. ie. Who owns it? By chance can the static packman final repo be pushed there as well? That would satisfy a significant part of the need. Then the full packman system / mirrors would only be needed for those packages which have libraries updated by Evergreen or are themselves upgraded for security reasons.
