One click install collection is for packages that are not in regular repositories, as it can pull additional repositories. This actually already exist for almost everything, although not listed as a task. For instance Nvidia drivers: https://en.opensuse.org/SDB:NVIDIA_drivers Regarding C++ etc, that is already in existing repos, and that is already solved with patterns. Check YaST for patterns, or run 'zypper patterns'.
