I see. That's something to discuss in individual emails. The idea of the "when an election is not running" is to apply a "time lock", to be specified by the Election Committee, securing a temporal context around certain important steps, such as "campaign official kicks off, platforms are out, candidates meetup, votes". The value of this is to prevent Petitions of No Confidence in the middle of that, because we could end up with a very messy situation (i.e. inconsistent state). This idea of this is very flexible in that the time lock can be made to protect just the voting process, or more.
