That is prolly yet another example of a page that didn't yet get transfered to the new wiki (or I am too dumb to find it with the new search). However, the rules didn't change, you can see the old version at http://old-en.opensuse.org/Application_Black_List
Is it nowadays just allowed to build a package for every kind of software? How long has this status of law and contract been lasting till now?
No, this is merely a wiki thingy, the same rules still apply.
