Thanks for pointing that out. That LICENSE file came in through the PR adding a Jekyll-based process to the doc.o.o navigation (i.e. the homepage). However, the actual Leap docs currently posted on the site are licensed under GFDL as well (v1.3 iirc). I suspect the libsolv/... etc. docs that are still posted on the page are under different licenses but I did not check. So, by no means is the GPL 3.0 that graces the repo meant as a site-wide license.
