Simple ways of seeing personal activity are not that a number. If you think that paying $5 is making too much money (I really wonder why - nobody say it's the only requirement) and that voting is not a membership duty, I don't see really how you can have any result. The bare minimum, very easy to acheive, could be to setup a closed subscription member only mailing list.
