I have two votes (one for each candidate) - how is the 32 % counted and calculated? Is that 32 % of all votes? in that case a single candidate could only received 50 % of the votes if everybody gave his two votes. Please have a look at the numbers, with the two votes voting is a bit more complicated. If there are 100 people that can vote, there can be between 100 and 200 legit votes - but a single candidate can only get up to 100 votes (50 % of the total maximal 200).
