Ideally, this is true - but defining the task as < 1 hour means defining the task clearly as well. Given the source of bugs (and the varying degrees of technical skills of those reporting them), it may not be feasible to guarantee (or try to) that this will always be the case - but it certainly is a worthy goal.
That "so on" should not spread over 10-20 screens because that will take an hour to read. Intention is to have reading and verifying within 1 hour.
Right - I think this addresses some of my above point. But it should be understood that especially when attempting to duplicate a bug that often times the setup is going to take some additional time, so it's not necessarily a hard limit, but it's something we strive to achieve.
Jim, you opinion and support?
Certainly I think that would help validate bugs that need to be addressed, and with the above caveats, I certainly support efforts that help clear out that backlog.
