I feel strong messaging encouraging people to stay for Summit is essential if an openSUSE track is not a possibility and we have a separate summit. But, no, I don't think it will be as effective as having it as a conjoined event. I'm sure many companies (SUSE included) will see it as something that can be economised on, and so people won't be able to stay the extra days - this is the big issue I saw on summit, lots of people I spoke to on the last day of SUSEcon, knew about Summit, but had been unable to secure the funding and extra days out of the office in order to attend Summit.
FWIW, I'm asking inside SUSE if doing some kind of "openSUSE track" during SUSECon is an option.
