Speaking generally, a "none of the above" vote (in cases where this is an option) sends a message that the voter has an interest in the composition of the Board but does not believe that any of the candidates are suitable. Where no "none of the above" option exists, spoiling the ballot or leaving it blank may be the next-best thing, though that sometimes leaves open the interpretation that the voter made a mistake when voting. (I don't believe it's the case here, since the system we use conspicuously warns voters that they are casting a blank ballot.) Simply not voting is the most ambiguous option, since that could be interpreted as the voter not knowing or caring about the election.
