[opensuse-project] Feature Requests

Hi all, What is the best way to submit a feature request for Leap/Tumbleweed? For example, there is one package that is a little over a year out of date. If I had the time to learn how to OBS, I could build it myself and submit it but in the meantime, what the best way to ask? Should I ping the package maintainer or is there another way?
