don't forget ubuntu server is mostly debian. They have all the kind of developpers that are specially reluctant to work for a major sponsor like suse or red hat ubuntu, Mint, many others, have foundations on free developpers and build upon them. This have (for ubuntu, for example) the disavantage than the user base is very fluid.
