Everyone is talking about 12.3. I think that people don't like 13 and first of annual releases will happen in 2014 :) (if ever)
... A good example of this is KDE 4.8 "officially" supported with 12.2 when 4.9 is out and available for those souls who wish to be "bleeding edge".
It is not about bleeding edge, it is about fixed bugs, at least that is the reason I started to use last available stable release.
