The main difference is that you usually don't need to manually add URL's to apt in ubuntu because the main repositories (universe, multiverse, ...) contain what you need and to enable them you just have to click on some checkbox. The main issue to solve is that Novell can't take the risk to put links to repositories containing potentially copyright/licence infringing applications, which is exactly what Ubuntu does.
