I believe this is an important point. Sometimes there are choices to make, but in a volunteer project like SUSE any such body mostly has the power to prevent/block things rather than to prescribe them. Greg's example with grub and grub2 is a good one: In the current setup, Coolo or others doing check ins for Factory can decline an SR making grub2 the new default. They cannot mandate that anyone fixes any issues with the existing grub.
