It could indicate that you consider both candidates equally suited (or equally something else) and do not have a strong preference, yet do not want to appear as someone who simply does not care. In the last year we had several requests to add a way to abstain while still "showing up", hence this possibility. Whether/how one uses that option is his/her sole decision, and one I respect.
