The people to notify about this are the C library (GNU lib C) maintainers. Therein lies the database of time zones and daylight savings. Linux distributors will pick it up in due course automatically.
Thanks for the heads up - GNOME and KDE PIM have their own timezone databases (don't ask me why we don't use the libc ones) so I'll make sure that kdepim3 is up to date.
