Both Novell and Red Hat are fully capable of providing LTS for whatever kernel (or other package) they choose for SLE and RHEL, respectively. Ubuntu, I have some serious doubts. What you probably have in mind is the fact some certain upstream kernels receive longer maintenance; these are called -stable (or -sucker) kernels. As implied by the above, though, there is no 1:1 correlation between these and longer term maintenance provided by Enterprise distributions. And, no, openSUSE 11.3 using a more recent kernel than 2.6.32 is not a regression nor a problem; it's the nature of a project like this and brings new and positive changes overall.
