What is the value of the new contrib? A place to submit packages you don't want to maintain? Is the supposed idea is that packages could be pushed there until they get polished up for factory and a maintainer found? Then they get moved to a real development repo before submission to factory. Thus it has a quality standard above home, but below devel or factory. In that role I like it. I have packages that I have worked on but which aren't ready to be submitted to a development project. Pushing them to contrib would let other packagers know I think my work is worth leveraging. Some tougher packages like suricata I've spent hours on.
