Do .pls files work for you, as in shoutcast playlists? http://www.shoutcast.com So, given that information, one of a couple of scenarios are at play here. Either something changed between RC4 and RC1, or I am missing a package, or there is an incompatibility somewhere.

Thanks Robert. I have all (4) of those packages installed, but those alone do not enable MP3 support. IIRC from 9.3, I need kdemultimedia3-mad, xine-lib-mad, xine-mad, and k3b-mad for full support. I can't find those, source code or otherwise. The source code for 9.3 does not exist on any mirror I have checked. Also on 9.3 these were not on a mirror, they were part of a YOU multimedia update.
