The builds are already enabled though under the name "15.4", see https://download.opensuse.org/repositories/server:/http/15.4/ Since openSUSE Leap 15.3 it is suggested to call a repository just that, without the "openSUSE_Leap_"-prefix because the packages are binary compatible with SLE.
