[opensuse-packaging] Upstream not providing a source tarball

You can create a tarball of the CVS checkout, and package this. Is there a good reason why upstream doesn't want to provide a tarball, though? No, I'm looking at the HTML Tidy project and they just state on their website that they neither provide source nor binary distributions any more. Everybody else has been packaging CVS snapshots for ages.
