There's no "main" package of it. Several people look interested to have it. First there's no devel project for joomla, so creating the package, fixing any issue and then proposing to maintain it in one of appropriate devel project should be your fist step. server:php:applications look a good candidate for. If it compile (build) it runs is nothing more than sure. Check all the rpmlint in the build log and you will have some clue about what's there to fix before the package has any chance to get inside a devel repo and then one day in factory. https://build.opensuse.org/package/live_build_log/home:doiggl/joomla/openSUS...
