Hmm, it's not obvious to me that less description is better. Do we have tools that show descriptions and have no way to scroll? I added a hint on the Spec guidelines in the wiki that maybe more than 20 lines is less useful. Why replicate package's READMEs?
I suspect that you usually want to know what a package is about before installing it, but you don't want to know the complete API of each Perl package in there.
