php binary with php5 package is not cli but cgi

The 'php4' package, however, has the correct version of the binary--the CLI. Can we also have the CLI version with the 'php5' package? I'm not sure, though, what you guys were talking about over there (on bugzilla) and I got lost trying to understand if it already got fixed or not. May I know what you meant by 'factory?'
