[opensuse-packaging] RFC: Guidelines change: remove mention of init scripts

I propose to replace the whole section with --->8--- === Systemd Services === openSUSE uses systemd to start services. Detailed guidelines how to package service files are at [[openSUSE:Systemd_packaging_guidelines]]. --->8--- Consequently https://en.opensuse.org/openSUSE:Packaging_init_scripts needs to gain some warning that the information is obsolete. Do we have some template for that? In most places I think we use the "Warning" [1] Template at the top of the page with some info that's specific to why the page is now obsolete.
