What should be done about a package that has an upstream change log in ReStructuredText (RST)? Usually the only markup I see in such a case is the ``foo`` construct (which means something should be displayed with fixed-width font, such as a variable or file name), so I'm not talking about anything exotic really. On the one hand, I think that the package change log is not an RST file and so RST markup should be removed for the package change log. But on the other hand, I don't feel like I should be modifying the upstream change log in general. I could be convinced to do it in a case like this though.
