12.3 has latest, 17.0.9, available in mozilla/openSUSE_12.3 repo.

The mozilla:/experimental/ is only to get a build (of a specific version) working without harming available 'release' repo in mozilla/

Most of the time yes, but YMMV.
3-Why isn't esr available in a standard Factory/13.1 repo instead of "experimental"?
IMHO road-map overlap. It was clear beforehand in planning that Mozilla would release a 'new' esr before openSUSE would release 13.1 (beta)
The spoken of target for 13.1 was either regular Fx (new version every six weeks), or new esr (security fix release about every six weeks).
It was clear that 17esr was NOT a viable option for 13.1 with the view that 13.1 would be the base for SLE 12 and next Evergreen. Long term support was a must have.

In terms of 'Dumbed down' UI, well, there are two viewpoints:
I think not, but rather, having far more than two points, much closer to a continuum.
= The "DAU" (dumbest assumable user): Any admin will praise the missing of the option to switch off e.g. JS, b/c of the response of said user: "THE INTERNET IS BROKEN IN FIREFOX"
= The educated (power) user: There are Add-ons for these users to 'bring back' the missing ui options, no need to cry.
Now you have to choose your poison. It in the eye of the beholder.
JS was not what came foremost to mind as I was writing "dumbed down". #1 was browser.tabs.autoHide has been missing from prefs UI since v22 or 23, and does nothing entered via about:config. Besides that and the JS issue, there have been other changes in recent and not so recent months, with more to come (e.g. tabs that waste {even more} space, like Chrome's) before long that fit the description. "Power users" are forced to spend more and more time hunting for such poisons that may or may not exist, or if exist, may or may not have been proven to not cause bloat or conflict with the pile of other extensions required by previous feature removals.
