I've certainly declined all SRs removing Groups from my packages, they are supposed to stay the same for SLE11/12/15 and there groups are still shown. According to the fate, dropping them for SLE-15sp2 is fine, SLE-11 is also well and truly end of life.
And just because a consumer went away (yast, and there were actually sound objections to that removal!) is also no reason to remove any meta data from the packages.

I somewhat personally agree with this sentiment, however the issue was decided some 15 months back and has taken a while to finally implement no one chose to raise these concerns then and so the people who are passionate about removing them have gone through and done the work required to make it possible to drop them.
