This is what I call "packaging bureaucracy", Source code changes are mentioned in the NEWS, Changelog, URL, etc of the package and patches are mentioned in the spec file, with their addition time available in the OBS history.
OBS history is a nice 'gadget', but mostly useless once it 'leaves' OBS (published repo, users install). Heck, it's even useless when SR'ing a package to any other project. the 'Update' changes are not a new request (and packages have been constantly rejected for this reason throughout the last 6 years I participate); with VERY few exceptions (some automagically updated packages, like the timezone database).
