If you're referring to "ghost packages": https://bugzilla.opensuse.org/show_bug.cgi?id=958899 The only way to get rid of the orphan rpm packages is "osc meta pkg -e <orphaned package name>" and alter the meta file ie. add a space after <! to force obs to recreate the package. After recreating the missing package and you can delete it either in the web ui or using osc rdelete. I once had a rouge rpm rpm which started causing issues that's when I first noticed this. Never had a problem since getting rid of them I suspect it was a bug in an earlier obs.
